The Greater Tokyo Area (東京圏 Tōkyō-ken), also the Tokyo-Yokohama area, is a large metropolitan area in Japan consisting of the metropolis of Tokyo and the prefectures of Chiba, Kanagawa and Saitama.
The Greater Tokyo area is the largest metropolitan area in the world by population (36,510,000 at 2005 estimate), and one of the largest in terms of built-up or urban function landmass at around 4,400 to 5,200 km2 (1,700 to 2,000 sq.mi.) (estimates vary with growth now occurring in the Tama region and north of Saitama).
While the four-prefecture definition above is the most common, the Japan Statistics Bureau uses the alternative definition of the area within 50 kilometres of the Tokyo Metropolitan Government Offices in Shinjuku, resulting in a lower population estimate of 30,724,000. [1]

While Tokyo is informally called a city, Tokyo is not a city under Japanese law.
Cities in Tokyo
Tokyo is not a city (shi, 市) under Japanese law; instead, it is a to (都). Tokyo's administration translates to into English as "metropolis." Unlike a city, Tokyo has a governor and a legislature, and a status comparable to that of a state of the United States, or a province of Canada, or a prefecture of Japan. Like a state or province or prefecture, Tokyo contains many cities, towns, and villages, as well as one unusual kind of subdivision.
Among the subdivisions of Tokyo are 23 special wards (tokubetsu-ku, 特別区), which are subdivisions with the status of cities. Like cities, each special ward in Tokyo has its own mayor and city council. A list of these, together with a description of their governmental status, is available at 23 special wards. Many special wards of Tokyo call themselves "city" in English.
