Find the equation to the point circle with centre (-2,3).

The equation of the circle is

(x-x_{1})^{2}+(y-y_{1})^{2}=r^{2}\, where (x1,y1)is the centre and r is radius.

Since the given is a point circle,the radius is zero.

Now the equation is

(x-(-2))^{2}+(y-3)^{2}=0\,

(x+2)^{2}+(y-3)^{2}=0\,

x^{2}+4x+4+y^{2}-6y+9=0\,

x^{2}+y^{2}+4x-6y+13=0\,
