$\frac{4x^{-3}y^{-5}}{6x^{-4}y^3}\,$

When a number $x\,$ is in a fraction and is raised to different powers, subtract the bottom exponent from the top to get the new exponent.

For the $x\,$ term, do the subtraction: $(-3) - (-4)=1\,$ . For the $y\,$ term, do the subtraction: $(-5)-3=-8\,$ .

$\frac{4}{6}xy^{-8} = \frac{2x}{3y^8}\,$
